Yes - football boots are permitted in rugby at all levels, including junior and mini rugby. The practical difference is that football boots typically use a bladed or moulded outsole which works fine on most junior rugby pitches.
As players get older and start playing on heavier adult pitches, a dedicated rugby boot with a six-stud configuration becomes more beneficial. But for a child just starting out, existing football boots will do the job.
